Implementation of the Annual Development Programme (ADP) stood at only 1.85 percent in July-August of the current 2026-27 fiscal year, the lowest rate in the last five years.
According to the latest ADP implementation progress report, ministries and divisions spent Tk 5,709.70 crore during the first two months of FY27 against an annual allocation of Tk 3,08,924.86 crore.
In July-August of FY26, they spent Tk 5,714.83 crore against an annual allocation of Tk 2,38,696 crore, resulting in an implementation rate of 2.39 percent.
Thus, development spending in the first two months of FY27 was Tk 5.13 crore lower than in the same period a year earlier.
The report shows that ADP implementation has remained relatively low during the opening months of the last five fiscal years, though the annual allocation has changed significantly.
In FY25, Tk 7,143.08 crore was spent during July-August, accounting for 2.57 percent of the annual allocation of Tk 2,78,288.90 crore.
In FY24, agencies spent Tk 10,541.80 crore during the first two months, or 3.84 percent of the annual allocation of Tk 2,74,674.02 crore.
In FY23, Tk 9,843.71 crore was spent during July-August, representing 3.85 percent of the annual allocation of Tk 2,56,000.27 crore.
The figures indicate that the current FY27 implementation rate is the lowest among the five fiscal years covered by the report. Spending in July-August FY27 is also lower than in FY26, FY25, FY24 and FY23.
The report also provides separate data for August. Development expenditure in August FY27 stood at Tk 3,588.52 crore, equivalent to 1.16 percent of the annual ADP allocation. In August FY26, spending was Tk 4,070.18 crore, or 1.71 percent of that year’s allocation.
August spending therefore declined by Tk 481.67 crore year-on-year, while the monthly implementation rate fell by 0.25 percentage point.
The annual ADP allocation has increased to Tk 3,08,924.86 crore in FY27 from Tk 2,38,696 crore in FY26, an increase of Tk 70,228.86 crore.
The allocation in FY25 was Tk 2,78,288.90 crore, while it stood at Tk 2,74,674.02 crore in FY24 and Tk 2,56,000.27 crore in FY23.
Despite the higher allocation in FY27, implementation during the first two months has remained below the levels recorded in each of the previous four fiscal years covered by the report.
The figures cover implementation by ministries and divisions from July through August 2026 and compare it with the corresponding periods from FY23 to FY27.
